Surgeing in '94 GMC Jimmy 4×4

I could use some advice. A friend has a ‘94 GMC Jimmy 4×4 that surges occasionally when under load. This problem occured a couple of years ago and he had the fuel filter replaced. That seemed to fix the problem, but now it is back. I told him I would help him replace the filter, but neither of us know where it is located. Can someone tell us the location of the filter and if there is anything special about replacing it. Also is there a history of surging in this model? What do I look for if the filter won’t fix the problem. Thanks in advance John Normile

On my 92 GMC Sonoma 4×4 it’s almost directly underneat the driver’s side door.
