This sounds like a good thread to air a complaint.
I could never figure out why Ford never altered the characteristics of it’s windshield washer button to allow for some water to be sprayed BEFORE activating the wipers. It’s like they intentionally designed the system to cause the wipers to make a dry-pass on the window before getting water. I had a ‘91 Accord and it was possible to slightly pull the lever/button to get washer fluid and then pull a litter harder to activate the wipers. I’m always fearfull of getting scratches on the windshield when the window is very dusty and crusty.

Money saving tip for all with the multi-function lever (turn signal, windshield washer, wipers, etc). If your washer pump stops squirting it may not be the pump. There are a bunch of electrical contacts in the stalk that get gunked up and quit working, resulting in no squirting! The fix is simple. Carefully pry the end button off and inside you will see a screw, remove the screw (carefully there is a spring inside.) Remove the guts and you will find some tangs and a mini contact board in there. Clean everything up with alcohol (not Jack Daniels) and lightly sand the ends if really dirty. Lightly bend the tangs to increase their contact presure, re-apply some di-electric grease and reassemble. If the pump itself is not bad you should now have washers again.
