I have a 1988 GMC Jimmy with the same problem. Turned out to be a couple of torx screws had vibrated loose. I had to take the turn signal switch assembly apart, slide the assembly up and over the end of the column to get to the critters. Haven’t had any problems with the electric’s since, it took about 2 hours with the proper tools for removing the security plate under the wheel. The dealer’s service dept. gave me a copy of an exploded view of the steering column for reference purposes. A local garage told me that this is a fairly common problem with any tilt steering column and he usually charged about $ 50 or so for the repair. I own a ‘90 ASTRO Van, the vehicle is equipped with tilt wheel.  The steering column can be moved slightly in all directions once it is locked into position.  I am not too worried about it causing a locked steering wheel, but the wiring in the column is taking a beating.  My horn works intermitingly. Anyone ever experience this on a GM tilt wheel?  Any suggestions on fixing it, short of getting a bone yard column?  Any help is appreciated. MK in NJ

Response:

My 88 Jimmy had the same problem, just tighten the bolts.  I did put a drop of lock tight on them first, no more problem.                                                 JSM
