2001 silverado seatbelt Question

Question:

2001 Silverado 4×4 Extended cab Bucket seats Iv had three seat belts on the passenger side of my truck. They will not release to let you lean forward in the seat once you are belted in. It seems some brain designed it this was for the child seat in the front. Babies for me is not even a consideration.( Unless 20s and blond) Soooo Does any one know if a prior year seat belt with out this feature will fit this truck. Love the truck except for this irritating feature or did GM put out a bunch of defective belts and is trying to hide it.
